Untung sudah 10 tahun mengemis di jembatan penyeberangan di depan Gedung DPR RI. Dari koran bekas, ia mengikuti berita tentang rencana pembangunan gedung baru Dewan senilai Rp1,6 triliun yang kini diributkan itu. Dia pun geleng-geleng kepala. “Ada orang susah di depan DPR nggak dipikirin malah mau bikin gedung baru. Rakyat sekarang susah, mau berobat nggak bisa, sekolah mahal,” dia mengeluh.

Protes bukan hanya disuarakan Untung. Sepekan terakhir, rencana kontroversial ini luas dikecam berbagai kalangan.

Tak kurang dari Ketua Mahkamah Konstitusi Mahfud MD yang menyatakan terheran-heran. Mahfud menyebutnya sebagai proyek mercusuar yang tidak perlu. Apalagi, kata dia, jika menimbang kinerja anggota DPR periode ini yang jauh dari harapan. Satu contoh, dalam hal legislasi, dari 70 Rancangan Undang-Undang yang ditargetkan, baru 6 yang disahkan. “Ya, cuma begitu-begitu saja,” kata Mahfud.

Reaksi amat keras bahkan disuarakan Wakil Ketua DPR sendiri, Pramono Anung, dari PDI Perjuangan. "Sebagai Pimpinan DPR, terus terang saya malu dengan rencana pembangunan gedung DPR yang baru," kata mantan Sekretaris Jenderal PDI Perjuangan ini di timeline twitternya, 1 September lalu. Pram juga menyatakan rencana itu belum pernah diputuskan dalam Rapat Pimpinan DPR dan karena itu “saya akan minta untuk dievaluasi atau ditunda.”

Gedung baru ini memang bukan sembarang gedung. Ini persisnya sebuah menara berlantai 36 ditambah tiga basement parkir berkapasitas 1.000 mobil. Total luas bangunan mencapai 161 ribu meter persegi. Proses pembangunan diperkirakan memakan waktu hingga tujuh tahun.

Direncanakan pihak konsultan, di dalamnya bukan hanya ada kantor dan ruang sidang, tapi berbagai fasilitas yang lazimnya ditemui di mall, hotel, atau resor untuk plesir--kolam renang, salon, pertokoan, restoran, kafe, dan ruang lobi yang megah. Oh ya, jangan sampai dilupakan, di atap gedung, masih ada helipad.

Proyek pembangunan fisik gedung akan menelan biaya Rp1,16 triliun. Ini meliputi: biaya konstruksi fisik, konsultan perencana dan manajemen konstruksi, serta pengelolaan kegiatan. Ditambah biaya teknologi informasi, sistem keamanan, dan interior termasuk furnitur, total jenderal menjadi Rp1,6 triliun.

Wakil Ketua Badan Urusan Rumah Tangga DPR, Pius Lustrilanang, menjelaskan rancang bangun gedung baru ini meliputi pembangunan dan perluasan kantor anggota Dewan. Di gedung baru nanti, para wakil rakyat akan berkantor di ruangan seluas 116 meter persegi! Di dalamnya, lengkap dengan kamar mandi pribadi segala. Di situlah nanti anggota DPR, berikut staf ahli dan asisten pribadi mereka, akan bekerja (mudah-mudahan dengan sangat keras).

Desain seperti ini, masih kata Pius, sungguh diperlukan. Sekarang, ruang kerja anggota parlemen ‘hanya’ 24 meter persegi, dan dinilai sudah tidak memadai. (Menurut data yang dipelajari VIVAnews.com, tiap anggota DPR saat ini menempati ruang seluas 32 meter persegi--untuk satu anggota Dewan, satu sekretaris, dan dua staf ahli).

Pius mengacu pada Peraturan Menteri Pekerjaan Umum yang menyatakan bahwa standar ruang kerja seorang menteri adalah 400 meter persegi dan untuk pejabat eselon I 120 meter persegi."Jadi, itu karena supaya lebih mengacu pada standarnya," kata Pius.

Menyangkut rencana pembangunan restoran dan ruang lobi, Pius berdalih itu diperlukan agar semua rapat anggota Dewan yang kerap dilangsungkan di hotel dan resor di luar bisa dipindahkan di Gedung DPR. Adapun gedung lama akan tetap dipergunakan untuk ruang rapat dan sekretariat komisi-komisi.

Kalau kolam renang dan spa? Politisi Partai Gerindra ini buru-buru membantahnya. "Spa dan kolam renang itu nggak ada."

Sejak 2008

Megaproyek ini sebetulnya diusulkan oleh DPR RI periode 2004 – 2009. Tapi, karena Dewan periode itu dalam istilah Pius “tidak punya keberanian,” maka proyek ini baru digolkan oleh Dewan periode sekarang (2009-2014).

Menurut dokumen DPR yang dipelajari VIVanews.com, rencana ini rupanya telah disepakati dalam rapat koordinasi antara Tim Kerja BURT DPR dengan tim Dewan Perwakilan Daerah (DPD) RI.

Lelang konsultan digelar Sekretariat Jenderal DPR sejak 2008. Dan pada Oktober 2008 telah dihasilkan Blok Plan Kawasan DPR/MPR RI. Di tahun yang sama, juga dilakukan lelang untuk konsultan perencana dan manajemen konstruksi dengan pemenangnya masing-masing adalah PT Yodya Karya dan PT Ciria Jasa. Dari sini lalu dihasilkan konsep desain gedung baru DPR itu.

Semula, gedung ini didesain untuk menampung 540 anggota Dewan plus dua staf ahli dan satu asisten pribadi masing-masing. Dengan ruang kerja tiap anggota DPR dirancang seluas 64 meter persegi, maka gedung akan terdiri dari 27 lantai dengan total luas 120 ribu meter persegi.

Luas bangunan belakangan membengkak, karena Dewan periode sekarang menginginkan penambahan staf ahli menjadi lima orang, termasuk sejumlah fasilitas lain seperti: ruang rapat kecil, kamar istirahat, kamar mandi, dan ruang tamu di dalam setiap ruang kerja anggota Dewan. Karena itulah, maka luas total bangunan bertambah menjadi 161 ribu meter persegi dan terdiri dari 36 lantai.

Pemerintah juga rupanya sudah langsung terlibat dalam rencana ini. Pada 6 Mei 2010, tercatat ada rapat tentang “Rencana Penunjukan Langsung Konsultan Manajemen Konstruksi dan Konsultan” antara Direktorat Jenderal Cipta Karya, Kementerian Pekerjaan Umum, dan Sekretariat Jenderal DPR RI.

Semua proses administrasi mestinya sudah kelar, termasuk yang terakhir adalah mendapatkan “persetujuan Multi Years Contract dari Menteri Keuangan” pada Agustus kemarin. Tak jelas, apakah persetujuan ini sudah diteken Menteri Keuangan atau belum.

Satu suara

Meski sudah menempuh proses yang cukup panjang, Dewan rupanya belum satu suara. “Saya melihat rencana membangun gedung itu belum transparan sama sekali, lihat saja perbedaan pendapat di antara pimpinan DPR,” kata Lukman Hakim Saefuddin, anggota Dewan dari Fraksi PPP dan Wakil Ketua MPR RI.

Wakil Ketua DPR dari Partai Golkar, Priyo Budi Santoso, menyatakan pimpinan Dewan pada dasarnya mendukung rencana itu. Menurut dia, Gedung Nusantara I yang mereka huni saat ini sudah kelebihan beban. "Gedung itu memang saya rasakan tidak nyaman,” kata Priyo.

Akan tetapi, Priyo menyatakan tak setuju dengan rencana pembangunan berbagai fasilitas mewah di dalamnya. Rencana luas ruang kerja anggota Dewan yang 120 meter persegi menurutnya juga perlu dievaluasi karena terlalu berlebihan. “Sederhana saja, seperti standar perkantor lain pada umumnya.” Karena itu, menurut dia anggaran saat ini kelewat besar. "Tak harus satu triliun koma sekian. Itu menurut saya masih terlalu besar."

Toh, Ketua DPR Marzuki Ali kukuh menyatakan bahwa rencana itu sudah dibahas dengan DPD, MPR, dan pihak terkait lainnya. “Kita harus berpikir rasional. Panitia pembangunan gedung kan sudah bekerja menjalankan usulan anggota DPR lalu,” katanya. Selain itu, Marzuki menambahkan, konsultannya juga sudah dibayar.

Soal tuntutan agar rencana pembangunan distop, Marzuki meradang, “Kalau ada anggota DPR yang menolak itu atas nama siapa? Kalau ada yang sekadar ingin mencari panggung ya silakan saja.” Dia pun membantah akan ada fasilitas berleha-leha di dalam gedung itu nanti. “Orang tidak tahu DPR itu lembaga politik, masa ada spa? Akhirnya citra DPR buruk.”

Chen Xinnian (64), tidak menghabiskan seluruh gaji dan tabungannya untuk membeli sebuah rumah yang lebih besar.

Jadi dia menggunakan keahliannya yang profesional untuk membuat terowongan menjadi sebuah rumah, di bawah rumahnya sendiri yang berada di Zhengzhou, Provinsi Henan.

Setiap hari, dia mengenakan helm dan lampu menggalinya untuk bekerja selama empat hingga lima jam di waktu senggangnya.

Sejauh ini, rumah bawah tanahnya mencakup satu kamar seluas 50 meter persegi.

"Saya terkadang bernyanyi dan menari dengan istri saya di bawah tanah. Sangat dingin berada di sana. Kedua anak saya juga selalu bertengkar untuk tidur di sana," ujarnya seperti dilansir Orange, Jumat (3/9/2010).

Apartemen bawah tanah tersebut memiliki kedalaman enam meter dan dapat bertahan dalam guncangan gempa, udaranya pun sangat sejuk, sehingga makanan tidak perlu dimasukkan ke dalam lemari pendingin.

"Apartemen di lingkungan ini seharga Rp6,9 juta meter persegi. Kami sama sekali tidak mampu membayarnya," imbuhnya.

Sebuah kompetisi gulat babi yang sedianya diadakan di Montana utara dibatalkan karena babi-babi yang akan digunakan tidak bisa ditangkap.

Manajer acara Shirley Embleton mengatakan bahwa babi liar itu berada di lahan seluas 10 mil di sepanjang sungai Marias, sekiranya 30 ekor babi akan ditangkap untuk acara tersebut, pada hari Jumat.

Tapi kini, panitia hanya mampu mendapatkan satu ekor saja, akhirnya acara tersebut pun ditunda untuk hari Sabtu.

Tapi tetap saja panitia tidak mampu menemukan babi-babi tersebut. Seperti dilansir Associated Press, Senin (23/8/2010).

Nenek Menyulam Penutup mobil

Sekira 20 orang nenek rela menghabiskan waktu selama dua bulan untuk menyulam sebuah penutup mobil yang trendi dan unik. Penutup mobil yang beratnya mencapai 31 kilogram ini, terbuat dari bahan wol yang hangat.

Proyek ini merupakan ide dari sebuah perusahaan desain di Zurich, Swiss. Mereka bermaksud mendorong para desainer muda untuk tetap berinteraksi dengan orang-orang tua yang masih terus membuat kerajinan tangan. Demikian diberitakan Orange, Selasa (31/8/2010).

Penutup mobil tersebut dibentuk seperti sebuah sepatu raksasa lengkap dengan tali sepatunya. Penutup ini hanya menyisakan roda dari sebuah mobil kecil yang membuatnya seperti sebuah sepatu roda.

Fenoma alam yang aneh kembali terjadi. Jika sebelumnya ada hujan darah di India, hujan kodok di Jepang, lubang awan di langit yang dianggap sebagai pintu surga, sampai terbelahnya langit di Jawa kini fenoma alam yang tidak kalah aneh binti ajaibnya adalah hujan ikan yang terjadi di sebuah padang pasir terpencil di Australia hingga mengejutkan penduduk di sana. Ratusan ikan putih kecil, banyak yang masih hidup, jatuh lebih dari dua hari di Lajamanu di Northern Territory, seperti dilaporkan Daily Telegraph.

Para ilmuwan mengatakan bahwa , ikan itu sebenarnya datang dari sungai terdekat akibat terbawa oleh badai sejauh 326 mil ke padang pasir tersebut.

30 ribu warga jepang bunuh diri

Semakin banyak warga Jepang bunuh diri. Selama tahun ini saja, lebih dari 30.000 penduduk di Negeri Matahari Terbit itu memutuskan mengakhiri hidupnya sendiri.

Ironisnya, jumlah tersebut merupakan yang tertinggi dalam 12 tahun terakhir, meski pemerintah kian gencar melakukan konseling terhadap warganya yang bermasalah secara kejiwaan.

Data dari kepolisian nasional Jepang yang dirilis Jumat (25/12/2009) dan dikutip AFP, menyebutkan sebanyak 30.181 orang bunuh diri sejak Januari hingga November 2009.

Badan Kesehatan Dunia (WHO) menyebutkan, Jepang merupakan negara dengan kasus bunuh diri tertinggi di dunia. Menyusul setelahnya negara-negara bekas pecahan Uni Soviet.

Angka yang menembus 30,000 ini merupakan pertama kalinya sejak 1998. Tingginya angka bunuh diri disebabkan kondisi perekonomian Jepang yang belum stabil. Angka pengangguran meningkat seiring bangkrutnya banyak perusahaan.

Pengamat menyatakan tren penongkatan bunuh diri ini masih akan terjadi bersamaan dengan kondisi ekonomi akibat krisis global.

Nenek Nenek bunuh ular

Seorang nenek 79 tahun mampu membunuh seekor ular beracun hanya dengan menggunakan pemecah es. Nenek tersebut sempat kaget melihat ada seekor ular muncul di beranda rumahnya.

Seperti dikutip Associated Press, Rabu (25/8/2010), panik karena tidak ada orang yang bisa membantunya, Margaret Street langsung menanganinya sendiri. Dia akhirnya mengambil pemecah es untuk membunuh ular berbisa tersebut.

Street sempat melakukan telepon untuk meminta pertolongan. Dia takut jika ular tersebut dapat melukai seseorang mengingat letak rumahnya berdekatan dengan sebuah sekolah dasar. Setidaknya aksinya yang berani membuat dirinya terlepas dari bahaya.

Pada 3 September 2003…

Teleskop Angkasa Hubble mulai bergerak mengarahkan cermin teleskopnya pada sebuah titik kecil di cakrawala langit malam.

Titik kecil tersebut berukuran 1/10 dari ukuran bulan dan yang terlihat hanyalah ruang hitam tanpa ada satu bintang pun yang dapat terlihat oleh mata telanjang.

Hubble tetap menjaga arah cermin teleskopnya pada titik tersebut selama 4 bulan, mengumpulkan semua cahaya yang bisa diperoleh.

Inilah yang dilihat oleh Hubble…

Pertama2 saya akan menjelaskan tentang satelit ini.
Satelit Voyager adalah sebuah wahana luar angkasa tanpa awak yang diluncurkan amerika serikat tahun 1977 dengan beberapa tujuan yaitu :

1. meneliti luar angkasa lebih dalam dan luar angkasa yang tidak dapat dilihat oleh mata.

2. mencari keberadaan planet yang dapat dihuni

Digerakkan dengan tenaga nuklir, voyager diharapkan mampu mengirim data ke bumi sampai tahun 2025 ( 48 tahun setelah diluncurkan) sebelum pasokan listriknya habis.

Jika listriknya habis dan voyager tidak lagi beroperasi, maka misinya dikurangi menjadi 1 yaitu :

1. memberi tahu keberadaan bumi pada alien yang memiliki teknologi lebih tinggi daripada kita

Isi dari piringan emas ini dipilih untuk NASA oleh sebuah tim yang diketuai oleh Carl Sagan dari Universitas Cornell. Dr. Sagan dan timnya mengumpulkan 115 gambar berikut sebuah rekaman suara-suara alam, seperti suara ombak, angin, petir, serta suara-suara binatang, termasuk kicauan burung dan suara dari ikan paus. Selain itu, piringan ini juga diisi dengan musik dari berbagai budaya dan era yang berbeda, serta ucapan salam dalam 55 bahasa. Piringan emas ini juga menyertakan pesan tercetak dari Presiden Jimmy Carter dan Sekretaris Jenderal PBB saat itu, Kurt Waldheim.

Berikut ini adalah kutipan dari penjelasan resmi Presiden Jimmy Carter yang ditempatkan pada wahana antarika Voyager pada tanggal 16 Juni 1977:

Kami mengirimkan pesan ini kepada seluruh alam semesta… Yang terdiri dari 200 milyar bintang di Galaksi Bima Sakti, beberapa -mungkin banyak- di antaranya, mungkin mempunyai planet yang didiami oleh peradaban yang bisa melakukan perjalanan ke luar angkasa. Matahari adalah pusat tata surya kita. Bintang yang satu ini sangat istimewa karena perannya sangat menentukan bagi kehidupan di Bumi.

Berikut ini sekilas fakta-fakta menarik tentang matahari :

1. Diameter Matahari sekitar 1.390.000 km. Sementara diameter Bumi sekitar 12.740 km. Nah, bila Bumi dimasukkan dalam Matahari, Matahari bisa menampung sebanyak 109 Bumi. Ngga kebayang kan gedenya seberapa!!!
2. Suhu inti Matahari berkisar dari 15.000.000 derajat Celsius pada inti dalam, sedangkan pada inti luar suhu mencapai 7.000.000 derajat Celsius. Dan suhu pada permukaan matahari 'hanya' 6.000 derajat Celsius. Ini juga ngga kebayang gimana panasnya, kita aja di Bumi dengan suhu 35-40 derajat Celcius aja sudah kepanasan,

3. Lontaran massa korona (CME) tercepat yang teramati manusia terjadi pada 4 Agustus 1974, menjalar dari matahari ke bumi dalam waktu 14,6 jam dengan kecepatan hampir 10.000.000 km/jam.

Apa itu korona? Korona adalah bagian terluar dari atmosfer matahari. Korona luasnya beberapa juta mil dan suhunya mencapai 1.000.000 derajat Celcius. Lubang di korona terjadi ketika medan magnet matahari melompat ke angkasa.

Lubang korona inilah yang memungkinkan terjadinya angin matahari, aliran partikel energi yang menembus ke tata surya. Korona dan kromosfer hanya bisa diamati dengan teleskop khusus yang disebut kronagraf.

4. Adakalanya solar flares memanaskan permukaan matahari sampai 80.000.000 derajat Fahrenheit, yang berarti jauh lebih panas dari inti matahari. Solar flares adalah badai magnetik yang terjadi di permukaan matahari.

Awalnya, badai ini terlihat seperti titik yang sangat terang sebelum akhirnya meledak. Solar flares menghasilkan partikel energi yang sangat banyak dan gas dengan suhu tinggi yang dilepaskan ribuan mil dari permukaan matahari.

Meski tak ada oksigen di Bulan, tumbuh-tumbuhan sudah bisa ditanam di sana. Paragon Space Development Corporation telah mengembangkan rumah kaca portabel yang dapat dipakai untuk membudidayakan tanaman di ruang angkasa.

Bentuk rumah kaca yang lebih mirip lampu taman itu hanya setinggi 46 centimeter. Tabung kaca bening diperkuat dengan alas berbentuk segitiga dari bahan aluminium. Di dalamnya terdapat media tanam dan nutrisi yang cukup untuk menumbuhkan biji tanaman jenis Brassica, sejenis caisim atau kailan yang berbunga kuning.

Miniatur rumah kaca yang didesain untuk mendukung pertanian di luar angkasa itu disebut Lunar Oasis. Uji coba pertamanya ke permukaan Bulan direncanakan tahun 2012 menggunakan pesawat buatan Odyssey Moon Ltd. yang kini masih dikembangkan.

"Mendiami Bulan atau Mars kelihatannya masih lama, namun penting untuk melakukan penelitian sejak sekarang," ujar Jane Poynter, presiden Paragon. Apalagi, untuk menciptakan sistem pendukung kehidupan yang efisien dan layak juga membuthkan penelitian lama.

NASA berambisi mengirimkan kembali manusia ke Bulan pada tahun 2020 dan ke Mars tahun 2030. Jika tanaman bisa dibudidayakan di sana, astronot tak perlu setiap hari makan pasta dan pil. Makan sayur segar pun bisa setiap saat.

6. Matahari Hitam di Denmark

Kabarnya konsert tersebut ikut ditonton 'hantu wanita' dengan berpakai serba putih. Penampakan sesosok hantu ini, terekam video dari sebuah handphone milik salah seorang penonton, bahkan kini sudah heboh karena telah beredar luas di tengah masyarakat. Hanya saja, kebenaran penampakan hantu wanita tersebut, belum dapat dipastikan.

Dari rekaman video handphone yang berlangsung sekitar 1,48 menit tersebut, sempat terlihat berada di belakang panggung saat group band yang terkenal lewat hits andalanya, Cinta Ini Membunuhku, tepat di belakang sang gitaris.
